If you hack us, we hack back!

Tom Graves and Kyrsten Sinema want to give users the bill that will help the attacked ones to fight back the hackers, when attacked.
The Active Cyber Defence Certainty (ACDC) Act allows individuals and companies to hack hackers if the goal is to disrupt, monitor or attribute the attack or destroy stolen files.
This sounds great, I mean wouldn't all of us dream of avenging for the stolen bitcoins or altcoins. This bill will allow to take actions against hackers. However, the average user is not very skilled at such actions and the question is of not doing more damage than the attack itself. Theoretically one could hire a whitehat for such a job and it would be legal!
The only issue is of how would one prove that the actions were taken against a hacker, and not against someone not guilty of the attack? There are all sorts of malware out on the net, which easily use other companies and peoples computers to initiate such attacks. This bill raises more legal questions than it gives answers for now.
