Former Acting Governor of Aceh in 2012, Tarmizi A Karim, reminded us that village development is not uniform because each village has different advantages. The uniformity of development will actually hinder village progress which will have an impact on people's welfare.

This was conveyed by Tarmizi in a meeting with a number of figures and former North Aceh District Government officials in Lhokseumawe, Friday (27/1/2023) afternoon. In this informal meeting, Tarmizi explained a lot about the concept of building from a village that was implemented through the Gampong Development Program when he was regent of North Aceh, 1997 – 2002.

When the Gampong (village) Development Program was rolled out, at that time Law Number 6 of 2014 concerning Villages had not yet been born. The concept of developing from the village by raising all existing potential for the sake of improving people's welfare was socialized but could not run optimally because of the armed conflict that was still whacking and was followed by the establishment of a military emergency status in Aceh.

Even at that time, there was opposition from the military regarding the abundant revolving of village funds because it was feared that armed civilians would use it for personal gain. This condition made the implementation of the Gampong Development Program unable to run.

At the meeting in Lhokseumawe, Tarmizi explained various problems in village development, including the uniformity of development which ignores the potential of each specific village.

"If all development is made uniform, then each village cannot develop its own potential," said Tarmizi who was also the acting governor of East Kalimantan in 2008 and acting governor of South Kalimantan for the 2015-2016 period.

According to him, village people know their needs best in improving their welfare. From there, the government followed up by building various supporting facilities and infrastructure as well as other programs, including improving the quality of human resources in villages, which was able to improve people's welfare.

"So far we have noticed that gampong (village) development in Aceh has not moved much," he said, who also acknowledged that a number of villages in Aceh had succeeded in becoming independent villages so that this could be used as a reference.

Apart from discussing village development, on that occasion, Tarmizi also mentioned development in Aceh which is still lagging behind compared to neighboring provinces. This condition, according to him, feels ironic in the midst of the Aceh regional revenue and expenditure budget which is bigger than other provinces.

A former official at the North Aceh Regency Government, Teuku Sulaiman, who attended the meeting, said that the village development concept initiated by Tarmizi A Karim when he was regent, is still relevant today. "Even the points in the village law are not much different from the PPG program," he said.[]
