Educational Innovation part 1
Innovation is an idea, idea and change in various fields. While educational innovation is a process, products and ideas in the field of education. According to Prof. Azis Innovation means introducing an idea or new technology, innovation is a genus of change which means change. The purpose of educational innovation is to maximize (efficiency, effectiveness and relevance) of all capabilities in education such as energy, money, infrastructure. So educational innovation is an idea or method that is perceived as something new and used to achieve educational goals or to solve educational problems. Theory of Education Innovation is the innovation of education includes matters relating to education system components in the narrow sense (an educational institution) as well as in a broad sense (education system). Educational component or social system component that allows for an innovation, namely: personnel development, the number of personnel and work area, physical facilities, the use of time, the formulation of objectives, the necessary roles, insights and feelings, the forms of relationships between sections, and strategies.

Top Down Inovation
Top Down Inovation is one of the government's efforts to improve the quality of education or equal opportunity to get education, improve time efficiency and so on. This innovation is applied to subordinates by way of invite, advocate and even impose what according to the boss was good for the interests of his subordinates. And subordinates are not authorized to deny its implementation. So it can be said that top down innovation as well as authoritarian education. Examples are what the Ministry of National Education has done. Such as the application of curriculum, the policy of decentralization of education and others.
Top Down Scope
Top down innovation concerns only about government policies and regulations on education such as curriculum, Standards Competence (SK) and Basic Competency (KD), but in our opinion, top down innovation also occurs at the time of learning / transfer process science / knowledge in the classroom. This happens from teacher to learner. Advantages of Top Down Innovation

Third, the existence of teaching standard as a benchmark of students' learning mastery becomes one of the advantages of Top Down Inovation.

Disadvantages of Top Down Innovation
First, the limited creativity of teachers in terms of development of learning in accordance with the teacher's thinking level.
Second, that is the occurrence of cheating in exams held simultaneously.
Third, the mismatch between government policy and the competence of the school because of the natural resources owned by each school is different, in accordance with the environment of the establishment of the school.

Seventh, is the difference of human resources and natural resources in every area of school establishment.
