Sekilas DEFORESTASI di INDONESIA
Rusaknya Hutan yang mengakibatkan hilangnya tutupan hutan secara masif dan berkelanjutan mulai terjadi di Indonesia sejak awal tahun 1970- an. Ketika perusahaan-perusahaan pengusahaan hutan diberi kemudahan oleh pemerintah dan mulai melakukan eksploitasi skala komersil. Pada periode 1985-1997 pengurangan luas hutan di Indonesia adalah sebesar 22,46 juta hektare atau sebesar 1,87 juta hektare/tahun. Akan tetapi pada periode 1997-2000 meningkat tajam menjadi 2,84 juta hektare /tahun. Sedangkan data berdasarkan citra SPOT Vegetation didapatkan angka pengurangan penutupan hutan sebesar 1,08 juta hektare/tahun (periode 2000-2005). Data penghitungan deforestasi Indonesia periode 2003-2006 menggunakan citra Landsat 7ETM+ menghasilkan angka deforestasi Indonesia sebesar 1,17 juta hektare/tahun.

Data terakhir penghitungan deforestasi Indonesia periode 2006-2009 menghasilkan angka deforestasi Indonesia sebesar 0,83 juta hektare/tahun. Selain data resmi dari Kementerian Kehutanan, ada berbagai versi data yang juga menyatakan perkiraan kerusakan dan kehilangan tutupan hutan di Indonesia. Pemetaan hutan yang dilakukan oleh pemerintah Indonesia dengan bantuan dari World Bank selama periode 1986-1997 menunjukkan bahwa laju kerusakan hutan selama periode tersebut adalah sekitar 1,7 juta hektare per tahun, dan telah terjadi peningkatan yang tajam sampai lebih dari 2 juta hektare per tahun (FWI, Intip Hutan : Februari 2015). HuMa menyebutkan bahwa terdapat seluas 2 juta hektar hutan dan lahan konflik yang tersebar di 22 Provinsi dan 98 Kabupaten/Kota di Indonesia (HuMa. 2012). Senada dengan itu Konsorsium Pembaharuan Agraria (KPA) menyatakan bahwa pada akhir tahun 2013 terjadi peningkatan jumlah konflik sebanyak 86,36 % atau 171 kasus dari tahun 2012 atau dari 198 kasus menjadi 369 kasus, dengan luas areal konflik dari seluas 318.248,89 hektar menjadi 1.281.660.09 hektar.

Strategi MORATORIUM DEFORESTASI
Oleh karena itu dari berbagai kasus diatas menyebabkan terjadinya perubahan paragidma pembangunan oleh pemerintah, dari sebelumnya forest to state menjadi forest to people salah satunya melalui skema Pengelolaan Hutan berbasis Masyarakat (PHBM). Kehadiran PHBM dipandang sebagai sebuah solusi yang melibatkan peran serta masyarakat dalam pembangunan kehutanan. PHBM dalam bentuk Hutan Kemasyarakatan (HKm), Hutan Nagari/Hutan Desa (HN/HD), Hutan Tanaman Rakyat, membawa peluang pemanfaatan hutan bagi masyarakat secara legal, dengan harapan juga akan meningkatkan penghasilan masyarakat tersebut.

DEFORESTATION MORATORIUM STRATEGY
