Philippines to Legalize Bitcoin as a Security

According to news.bitcoin.com the Philippines on November 21, 2017 through SEC announced the legalization of Bitcoin.

With that said, any entity that plans to conduct an ICO (Initial Coin Offering) will have to register to Securities and Exchange Commision (SEC) and the Securities Regulation Code will be applied.
