If there are instances where there are people who do arbitrary action to others, then it is not the event and condition of freedom, but the freedom, perhaps also slavery. Freedom to do anything is not freedom. It is oppression.

First I have heard of this, and my interest is peaked. I may even do a review on this at some point. That soldier who didn't even know that the constitution guarantees a Republic could not finish a day out without committing sedition and treason and only those who have bothered to get a civilized education would even know why that is.
