Yeah, that's pretty much how it works. Your engagement score is calculated by a combination of posts, votes given out, comments, witness votes and a few other criteria (listed above) which are combined to give you your score (different weightings are applied to each criteria).
In a nutshell, the more you engage with the Steemit community in a variety of ways, the better your score.
